Today, at the legislative level, establishments with 5-15 rooms are considered a mini-hotel. The most developed mini-hotel market is in Moscow, Sochi and St. Petersburg. According to the President of the Russian Hotel Association Gennady Lamshin, in the near future inexpensive mini-hotels and hostels will open throughout Russia.

From a paperwork perspective, opening a hotel business is not difficult. No licenses are required to carry out this activity. In fact, all that is needed is to register the business with the tax service (individual entrepreneur or LLC), prepare the premises and coordinate the facility with the SES and fire inspectorate. Mini-hotels operate on a simplified taxation system at a rate of 6% of revenue or 15% of profit. There is no income tax, property tax or VAT under the simplified tax system.
