Non-standard things

In addition to the items listed for this category, there are restrictions on the volume of liquids and compositions equivalent to it. The following are not allowed for transportation in the aircraft cabin:
- all types of weapons and ammunition, items imitating them;
- hazardous chemicals (toxic, flammable, explosive);

- things and devices containing magnets or magnetized components.

Baggage requirements
In the baggage category, Aeroflot includes items that exceed the weight and size characteristics of hand luggage and are transported in the baggage compartment on the plane. Items in this category are registered according to the piece system, taking into account the above parameters. Dimensions, weight, and number of seats are differentiated in accordance with the rules for using a certain tariff.
Number of seats and size restrictions
For Business, Comfort and Economy Premium fares, two seats are provided per ticket. According to the norms of the economy tariff group, this option is limited to one seat. If the total weight of checked items is less than 10 kilograms, the number of free baggage spaces is not limited. On the ticket, their number is usually indicated under the abbreviation PC (Piece Plan) with the corresponding number. Acceptable dimensions in all cases should not exceed 158 centimeters in the sum of three dimensions (W*H*D).
Weight restrictions
The allowed weight of baggage on an airplane varies depending on the fare. The limit for the Business group is 32 kilograms. Exceeding the norm
All cases of excess baggage are registered as excess baggage. The calculation is carried out for each parameter; if an excess is allowed for all requirements, the cost of transportation will be determined based on the total amount. Additional payment required:
- for second, third and each subsequent place, 2.5 and 7.5 thousand, respectively;
- for exceeding the permissible weight depending on the class of service, 2.5 if the excess is from 23 to 32 kilos and 5 when the weight goes beyond 32, but does not exceed 50;
- for excess sizes from 158 to 203 centimeters, 5 thousand are awarded, more than 203–7.5.
The amounts are fixed, on domestic flights they are charged in rubles, on international flights in foreign currency. In the latter case, payment is made in ruble equivalent at the current Central Bank exchange rate.
Non-standard cargo
Special transportation rules apply to heavy and/or oversized cargo. This category consists of objects weighing from 32 to 50 kilos, with dimensions no more than 203 centimeters in the sum of length, width and height. The following sports equipment is considered as one piece of luggage allowed for free transportation:
- a set of skis with poles and boots in a case;
- a covered snowboard with a pair of boots;
- a pair of clubs in a case with packed equipment;
- bicycle prepared for transportation;
- covered golf equipment;
- a pair of rods with a set of tackle in appropriate packaging.
In addition to sports equipment, the list of non-standard luggage includes weapons with ammunition, various types of musical instruments, and animals. The non-standard category may include packaging that is usual for travelers; for example, if the weight and size characteristics of a suitcase exceed the permissible limits, it is considered oversized. Changes have been made to the Federal Aviation Regulations (FAR), according to which the minimum weight of hand luggage carried free of charge is reduced from 10 to 5 kg. Also, the very concept of hand luggage was added to the FAP.
Before the relevant amendments were made, the passenger had the right to free carriage of at least 10 kg of baggage for both refundable and non-refundable tickets.

The amendments also establish three types of fares for air tickets: a non-refundable ticket without baggage allowance, a non-refundable ticket with baggage and a return ticket with baggage weighing from 10 to 30 kilograms.
Passengers who have purchased a non-refundable ticket will be able to carry hand luggage weighing up to 5 kg on board free of charge.
In addition to hand luggage, a passenger has the right to take with him into the aircraft cabin a backpack, a woman’s handbag or briefcase, as well as outerwear, a bouquet of flowers, baby food for a child, a suit in a suitcase, a cradle or stroller, a cane, crutches, and other “technical means” for rehabilitation”, medicines and those goods that were purchased in duty free shops.
The norms for the permissible volumes of packages with duty free goods will be determined by the air carriers themselves - this measure is related to ensuring safety on board.
As for phones, cameras and other gadgets, they, as well as umbrellas and books, will not be included as separate categories in the list of items carried in hand luggage, since passengers can put them in already registered bags and backpacks.
Following the adoption of amendments to the FAR, when checking in for a flight or boarding an aircraft, a passenger may be required to provide their carry-on luggage for weighing by the airline. At the same time, the “hand luggage” tag will not be attached to items located directly with the passenger.
Carry-on baggage markings are canceled for passengers checking in online. In this case, size control will be carried out using weighing immediately before boarding the plane.
We are also confident that the innovations will have a positive impact on the airline industry and passengers. In September, Igor, Chairman of the Expert Council on Tourism under the Federation Council Committee on Social Policy, said that new standards for free baggage allowance will make it possible to significantly reduce tariffs for budget flights.
“According to preliminary calculations, eliminating the free baggage allowance will make the cheapest fares cheaper by another 10-15%,” Fomin said.
The head of the Passengers Union, Kirill, also approved amendments to the rules for the transportation of baggage, RT reports. But at the same time, Yankov expressed concern about abuses among air carriers.
“Unfortunately, some airlines, in pursuit of additional fees from passengers, set a reduced size of allowable hand luggage,” Yankov said.
Also, the head of the Passengers Union believes that it is necessary to establish the minimum size of hand luggage based on the type of aircraft.
At the end of July 2017, the Russian President signed a law that makes free baggage allowance optional for non-refundable air tickets.
It was also decided to replace the words “including things carried by passengers” with the expression “hand luggage”.
A refundable air ticket upon termination of the air carriage agreement must contain a free baggage allowance. A non-refundable fare “may not include” free luggage.

New baggage rules, Pobeda
If you purchased a ticket before 09/29/2017 (including this date) for a flight operated after 09/30/2017 (including this date), you can carry free of charge no more than 10 kg of Checked Baggage with dimensions up to 203 cm in three dimensions and Hand Baggage provided for in paragraph 9.4 of these Rules.
If you purchased a ticket after September 30, 2017 (including this date), you can carry Hand Baggage free of charge in the manner provided for in clauses 9.4, 9.5, 9.7 of these Rules.
